Isn't the heavy armor. I just tested it again to verify. In normal with the gnolls(2nd wave) they have 80hp vs 45dmg of DW, the gnolls hitting the Revenant died and those farther away remained with ~33hp. Did it again in hell, the first crabs died and those behind survived. In that picture you can see the decreasing aoe dmg. Attachments:

Yeah I tested it to and you're right. It only does more damage to the creeps that are about in touch range. I'm not sure what that would be in the range values, maybe like 100 to 200 range.
So I guess the tip is for a bit of extra damage against some creeps do it point blank. Of course don't do this later on, just early on when Death Wave can kill.
About your earlier question on how to calculate the max value. I wouldn't know. Besides just checking how much extra damage is done to the creeps shot at point blank vs the others and seeing if there is a formula pattern.
Maybe it's just due to the swarm being similar to a couple of lances being sent out so those close are hit by more than one swarm? Either way I don't see it being a big issue, just know if you're close you can do more damage to 4-6 creeps.
